Adopt a Resolution revising Part 1: Sections 2 and 8 of the Napa County Policy Manual regarding membership to the Great Wine Capitals General Assembly. (No Fiscal Impact, Discretionary)

BACKGROUND

Previously, a member of the Napa County Board of Supervisors served on the Executive Committee of the Great Wine Capitals General Assembly.  However, to better align the membership on this committee for the Napa region with other regions, which generally appoint a tourism official to the Executive Committee, the chief executive officer of Visit Napa Valley will serve on the Executive Committee.  Moving forward, the Chair and one other member of the Board may attend the Assembly in addition to staff as designated by the County Executive Officer.  This resolution revises Part I, Section 8 to reflect this change.  This resolution also amends Section 2: Agricultural Commissioner to reflect an updated cross-reference to Part I, Section 8.

Discretionary Justification:

Adoption of this resolution will allow the Board’s governance policy to reflect current appointment practices to the Great Wine Capitals General Assembly and update an outdated cross-reference in the Agricultural Commissioner’s policy.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California
Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
