BACKGROUND
This item is a contract amendment in which the contract life exceeds five years, thus requiring board approval. The purpose of this item is to approve a contract with Benevate, Inc, which provides the software system, Neighborly, that tracks and manages all of the Affordable Housing programs including: the Season of Sharing Program, the SHARE older adult rental assistance program, the Proximity Downpayment Assistance loan program, the Affordable Accessory Dwelling Unit Forgivable loan program, and adding a new program to track and manage the County's Multifamily Rental Housing.
The total contract maximum is $29,800, which includes both the development and implementation of the Multifamily Rental Housing program and a one-year contract extension providing for the renewal of user licenses for FY 2026-2027.
In April of 2022, Napa County Housing & Community Services (HCS) entered into contract with Benevate, Inc to implement the Neighborly software system for the Season of Sharing program and the Proximity Downpayment Assistance program. In December of 2022, the contract was amended to develop and implement the Affordable Accessory Dwelling Unit Forgivable Loan program, as well as increase administrative user licenses.
