BACKGROUND
Recent storms caused significant damage to the County road system, resulting in the Board of Supervisors declaring a state of emergency. Some of the sites require immediate action to protect the public and ensure the damage does not spread to other areas. The County used emergency contracting procedures to initiate work on these areas, which allowed for reduced time to hire contractors to perform the work.

Per Public Contract Code section 22050(c)(1), when the Board orders expedited contracting procedures be used, the Board shall review the emergency action at its next regularly scheduled meeting and at every regularly scheduled meeting thereafter until the action is terminated, to determine, by a four-fifths vote, that there is a need to continue the action.

The status of each project, and the estimated cost of each project, currently underway using this contracting provision is provided below:

Mt. Veeder Road (MVR) at Mile Post Marker (MPM) 1.2 ($1,500,000): Paving completed, project complete.

MVR at MPM 1.4 (funded jointly with MVR 1.2): Paving completed, project complete. More permanent repairs may be needed next winter, but those will be performed using regular contracting procedures.

Berryessa Knoxville Road (BKR) at MPM 4.0 ($1,000,000): Off haul and rock slope protection completed. Grind, pave, and project finish should occur the week of 4/21/25.

Pope Canyon Rd. 4.35 ($250,000): Drilling planned for week of 4/28/25. Repairs will follow.
