SUBJECT: Water Supply Update

RECOMMENDATION
title
Update on the water supply outlook for Napa County and its communities. (No Fiscal Impact)
body
BACKGROUND
Eastern Pacific atmospheric river storms hit Northern California in November and December 2025 saturating watershed drainages with tributary runoff filling small- to medium-sized reservoirs. Drier than normal climate conditions persisted through much of January 2026. Early February 2026 saw colder storms blanket the Sierras with much needed snowpack. A warmer storm event later the same month resulted in rapid melt runoff prompting flood management protocols to be enacted for large reservoirs. Reduced snowpack in the Northern and Central Sierra regions has weighed on the Department of Water Resources Statewide Allocation this winter. North of Delta Contractor Table A sits at 40 percent of 29,025 Acre Feet (AF) maximum or 11,610 AF for the Cities of Napa, American Canyon and Calistoga as of this report. Within the presentation by staff is a Glossary of Terms and Acronyms for reference. Discussions to be covered in the 2026 water supply update include:
1) Introduction to State Water Project Terminology,
2) State Water Project Facility and Operations Overview,
3) San Luis Reservoir Carryover Storage,
4) Breakdown of Planned Regional Water Supply Imports in 2026,
5) Proposed Bay-Delta Plan Rulemaking / North of Delta Water Supply Implications, and
6) Napa County FC&WCD vs DWR Area of Origin Settlement Agreement Litigation Status.
