BACKGROUND
The Napa Sanitation District (NSD), City of Napa (City), and the County are planning to partner in a project to provide sewer rehabilitation, road paving services, and potentially storm drain infrastructure, drainage, and complete streets improvements on roads located west of Solano Avenue, east of Linda Vista Avenue, south of Redwood Road, and north of West Park Avenue. The County will be partnering with NSD to enter into a reimbursement agreement designating NSD as the agency in responsible charge of advertising and administering the construction contract. The County would be responsible for administering the design of the County's portion of work and for reimbursing NSD for the cost of construction of improvements.
The proposed budget appropriation is for the County's design engineering and project administration costs. The County intends to undergo a "Request for Qualifications" process to hire a consultant to prepare the plans, specifications, and the engineer's estimate of probable costs. County plans to hire a firm to provide design services required to upgrade existing storm drain infrastructure (if required), improve site drainage, rehabilitate the existing pavement, and construction management.
The project is scheduled to be designed from February to September 2025, to go out to bid from October to November 2025, and to be constructed from March to October 2026. It is the intent of all agencies involved in the...
