BACKGROUND
The Bella House facility is a licensed social rehabilitation facility that provides a mental health residential program for adults, with a licensed capacity of 12 residents. Under contract with Napa County’s Health and Human Services Agency (HHSA), Progress Foundation provides residential care, meals, medication monitoring, daily living skills training, and social and recreational activities at Bella House.
The County acquired the Bella House property in 2005 following the decision to utilize the property at 720-730 Randolph Street for a public parking lot, which necessitated the relocation of three residential treatment services. Since its acquisition by the County, Bella House has continuously served as a residential facility supporting the needs of adults receiving mental health services. After approximately 20 years of use, the facility’s kitchen and bathrooms have experienced significant wear and deterioration and need rehabilitation. Rehabilitation of these areas is necessary to maintain safe, functional, and usable spaces for residents and to support the continued operation of the residential program.
During the Fiscal Year 2026-2027 Budget Hearing, the Board approved the creation of the “Bella House Kitchen and Bathroom Rehab Project” and a not to exceed amount of $750,000 to replace deteriorated kitchen and bathrooms and other minor maintenance as funds allowed...
