Approve and authorize Agreement No. 250400B with Napa Jet Center, Inc dba Atlantic Aviation, to lease approximately 211,000 square feet of aircraft parking apron at the Napa County Airport for $17,583 per month while Atlantic Aviation improves their leased apron space, to be effective retroactively from April 7, 2025 to completion of construction, no later than June 30, 2025. BACKGROUND
On December 16, 2022 Napa County Agreement 230232B was executed with Napa Jet Center, Inc., a wholly owned subsidiary of Atlantic Aviation, Inc. (Atlantic) to develop and operate a full-service fixed base operation (FBO) at the Napa County Airport. Their progress on development has been notable. Operational challenges exist with maintaining aviation activity to support the business while in the midst of development.
As Atlantic is redeveloping their aircraft parking apron, it became sufficiently more efficient to conduct that work in a single phase of construction. As a result, Airport staff and Atlantic negotiated a space license to allow for the temporary relocation of their aircraft handling to the south overflow apron while they complete redevelopment of their leased apron area. The space license compensation includes payment of $17,583 per month plus transfer of ownership of an existing and permitted emergency generator and transfer switch to the Napa County Airport. The airport has sufficient space in the south overflow apron that can be used for Atlantic Aviation's aircraft handling on a temporary basis until the FBO completes their ramp redevelopment.
