Title: REQUESTED ACTION: Approval and authorization for the Chair to sign the Sixth Amendment to Agreement No. 2020-02 with WSP USA Inc. to provide operations, monitoring, and maintenance, compliance reporting and non-routine services for the American Canyon Sanitary Landfill, for the term July 1, 2026 to June 30, 2027 with an annual amount not to exceed $195,146.00. Additionally, the Executive Director is requesting a Budget Amendment for FY 2025-2026 to increase appropriations by $20,000. This amount is to cover work done in Fiscal Year 2024-2025 but was not invoiced until after the Fiscal Year 2025-2026 budget was approved. The amount of this work was approximately $13,000. In addition, in the current fiscal year, approximately $5,000 was spent on reviewing the findings of the GCCS at the American Canyon Sanitary Landfill.

REQUESTED ACTION: Approval and authorization for the Chair to sign the Sixth Amendment to Agreement No. 2020-02 with WSP USA Inc. to provide operations, monitoring, and maintenance, compliance reporting and non-routine services for the American Canyon Sanitary Landfill, for the term July 1, 2026 to June 30, 2027 with an annual amount not to exceed $195,146.00.

bodyEXECUTIVE SUMMARY
Compliance reporting, monitoring and assistance with operation and maintenance are necessary to meet the requirements of American Canyon Sanitary Landfill Post Closure Maintenance Plan and the Bay Area Air Quality Management District Permit. In addition, the Authority occasionally requires non-routine technical assistance to resolve Landfill gas and flare operation problems.

WSP USA Inc. has provided these services to the Authority for several years, and they have significant experience with the ACSL gas collection and flare system. They remain uniquely qualified to continue providing this service to the Authority. The current agreement expires June 30, 2026. The proposed Amendment would provide a one-year extension to June 30, 2027 to ensure continuity of services.
