BACKGROUND

The Amendment provides funding to provide meals for incarcerated persons in case of emergencies.

The Salvation Army shall prepare and supply two meals per day for up to 276 incarcerated persons at the Napa County Jail on an as-needed basis.

Requested Action:

Approve and authorize Amendment No. 1 to Agreement No. 220058B with The Salvation Army for a maximum of $100,000 for the term of July 1, 2024 through June 30, 2027, with an automatic two-year renewal for as-needed provision of meals for incarcerated persons in case of an emergency where staff or the facility cannot provide meals.

If this item is not approved, staff will need to identify an alternate plan for providing meals to incarcerated persons at the Jail in case of an emergency. The Corrections Department is required to provide meals to incarcerated persons even in the event of an emergency.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulation 15378 (State CEQA Guidelines) and therefore CEQA is not applicable
