BACKGROUND
With the goal of encrypting law enforcement radio traffic to comply with the Department of Justice mandates and address the unforeseen limitations of the current radio equipment that interfaces with the City of Napa 911 Dispatch Center's systems, ITS - Communications has deployed a separate interface for the Dispatch Center that meets the necessary requirements. This interface only accepts encryption keys based on a proprietary format supplied by the Tait Key Fill Device (KFD). The interface is responsible for encrypting and decrypting digital audio used by the City of Napa 911 Dispatch center to communicate with law enforcement personnel in the field. Without the KFD communications, Napa County will not meet the requirements set by the Department of Justice for encrypting radio traffic that broadcasts personally identifiable information (PII).

Requested Actions:
1. Approve purchase of a capital asset in the amount of $6,000 for one (1) Key Fill Device (KFD); and
2. Approval of a budget amendment increasing capital asset appropriations in the Information Technology Services budget (4200013-55400) in the amount of $6,000 using available Fund Balance.
