Approve and authorize Lease Agreement No. 260007B with John Tuteur, Trustee of the Waltraud and John Tuteur 1989 Revocable Family Trust for the term July 1, 2025 through June 30, 2028 for a monthly rental rate of $3,651, with a 2% annual rental increase, to house various programs for the Napa County Health and Human Services Agency, located at 1917 First Street, Napa. BACKGROUND
Since 1986, Napa County's Health and Human Services Agency (HHSA) has leased 1917 First Street. HHSA operated an adult program called Community House at this location until the end of 2004.
On May 5, 2015, HHSA entered into Lease Agreement 8307 (renumbered 170073B) to house the Receiving Center which provides support to youth being assessed for entry into foster care. The current lease term expires on June 30, 2025.
John Tuteur, an elected official, is an owner of this property and has reported the income from this property on his annual Statement of Economics Interest (FORM 700) annually since taking office as Assessor in 1987. This new Lease Agreement No. 260007B will be recognized as a successor Lease Agreement, terminating and replacing Lease Agreement No. 8307 (renumbered 170073B).

Approve and authorize Lease Agreement No. 260007B with John Tuteur, Trustee of the Waltraud and John Tuteur 1989 Revocable Family Trust for the term July 1, 2025 through June 30, 2028 for a monthly rental rate of $3,651, with a 2% annual rent increase, to house various programs for the Napa County Health and Human Services Agency, located at 1917 First Street, Napa.
