BACKGROUND
The Board annually adopts a comprehensive document covering anticipated priorities for legislative and regulatory advocacy in the coming year. Adoption of this document and the accompanying public discussion of its contents allows the Board to respond quickly on issues during the year.
This document is not a comprehensive list of all Board priorities. Nor does it contain all the issues on which the Board will choose to advocate in the coming year. In developing this document, members of the Board and County staff anticipate what the California Legislature and U.S. Congress will prioritize in the coming year. Staff currently works with members of the Board's Legislative Subcommittee to reconcile those anticipated priorities with the Board's own priorities. Throughout 2024, staff identified likely priorities through advocacy and Board members identified future priorities during the Board's regular meetings.
Staff developed the attached draft, solicited feedback from Department Heads regarding their anticipated priorities, and brought it before the Legislative Subcommittee twice for public comment and Subcommittee member feedback, once in late September and once in early November. Both meetings resulted in substantive changes culminating in the present draft presented to the Board today.
Staff requests approval of the attached draft as the Board's final 2025 State and Federal Legislative & Regulatory Platform. The Platform must be adopted by majority vote of the Board.
