Appoint two of the following applicants to serve as the General Public member representing Napa County to the Napa Valley Transportation Authority (NVTA) Active Transportation Advisory Committee (ATAC) to with terms of office to commence immediately and expire on September 30, 2026. (No fiscal impact)

BACKGROUND
There are currently two opening on the Napa Valley Transportation Authority Active Transportation Advisory Committee due to vacancies. The County Executive Office advertised the openings and received three applications from Joshua M. Cariela, Jason B. Dominici, and Caitlin Ochoa-Llamas.
Napa County Transportation Planning Agency Resolution 16-02 dated February 17, 2016 authorized the execution of Amendment No. 10 to the Joint Powers Agreement, approving the name change of Napa County Transportation and Planning Agency to Napa Valley Transportation Authority (NVTA), a Joint Powers Agency.
The Napa Valley Transportation Authority (NVTA), pursuant to Metropolitan Transportation Commission (MTC) Resolution No. 2179, revised, authorized the establishment of the Active Transportation Advisory Committee (ATAC) and approves all appointments to the ATAC, the ATAC bylaws and all amendments to the ATAC bylaws. The purpose of the ATAC is to advise the NVTA on the development of Active Transportation facilities, including bicycle and pedestrian facilities as alternative modes of transportation. The ATAC reviews and/or prioritizes the Transportation Development Act (TDA), Article 3, Active Transportation projects and participates in the development and review of comprehensive bicycle, pedestrian and Active Transportation plans.
