BACKGROUND
The Public Works Department maintains 420 miles of roads and the County classifies 38 miles as arterial, 109 miles as collector, 259 miles as local, and 8 miles as gravel. Over many years, the County has constructed 22 miles of guardrails on these roads to help prevent drivers from driving into the Napa River, creeks and down roadway embankments. Every year wayward drivers damage guardrails and Public Works staff create a list of roads with damaged guardrails to repair. In the past, County has hired contractors to repair the damaged guardrails or Public Works Roads Division staff repaired the damage as time and funding allowed. With the advent of funding from SB-1, the County now designates $500,000 per year specifically towards guardrail repairs. At the bridge over Dry Creek located at 5101 Dry Creek Road and MPM 5.59, one guardrail at one corner of the bridge was damaged and the other three guardrails at the other three corners of the bridge don't meet the current Caltrans standards. The County is planning to repair the damaged guardrail and replace the other three guardrails so that they are up to standards.
Through a qualifications-based selection process, the County selected ADKO Engineering Inc. (ADKO) as the most qualified firm for the design of the guardrails at this bridge location. The proposed $49,584 not to exceed agreement with ADKO includes project management, surveying, design, and construction support through project completion.
