BACKGROUND
The Homeland Security Grant Program (HSGP) plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal of a secure and resilient nation. The building, sustainment, and delivery of these core capabilities are not exclusive to any single level of government, organization, or community, but rather, require the combined effort of the whole community. The HSGP supports core capabilities across the five mission areas of Prevention, Protection, Mitigation, Response, and Recovery. California's HSGP administers funds for the purpose of improving:

1. Information Analysis and Sharing
2. Protection of soft targets
3. Critical Infrastructure Protection
4. Enhance Cyber Security
5. Community Resilience
6. Election Security
7. Violent Extremism Prevention

On December 1, 2024, the County Office of Emergency Services notified the State of California's Office of Emergency Services (Cal OES) of its intention to participate in the FY2024 Homeland Security Grant Program (HSGP) and accept the award allocation amount of $188,460 for the performance period of September 1, 2024, to May 31, 2027.
