SUBJECT: Adoption of resolutions authorizing required actions necessary to apply for and accept Airport Improvement Program Matching Grant funds for the Pavement Maintenance Management Plan Update (PW 26-27) and North GA Ramp Reconstruction (PW26-04) from the California Department of Transportation, Aeronautics Division.

Adopt two Resolutions authorizing the filing of an application, acceptance of allocation of funds, and execution of a grant agreement by the Director of Public Works with the California Department of Transportation Aeronautics Division in support of Airport Improvement Program (AIP) 3-06-0162-050-2026 for a State Matching Grant of $21,375 for the Pavement Maintenance Management Plan Update (PW 26-27) and $129,505 for the North GA Ramp Reconstruction Project. BACKGROUND
On March 24, 2026, the Board of Supervisors approved the required actions to create Capital Improvement Project 26033 and to execute a grant agreement with the Federal Aviation Administration (FAA) for the Pavement Maintenance Management Plan Update (PW 26-27).
The Federal Aviation Administration (FAA) grant agreement for AIP 50 - Pavement Maintenance Management Plan Update (PW 26-27) is a required planning document to justify pavement projects that are federally grant eligible at Napa County Airport. The work is expected to begin after the grant agreements are executed in the Fall of 2026. The total cost of the project is $450,000, with 95%, or $427,500, being offset by Federal Grant agreement 3-06-0162-050-2026. The remaining 5%, or $21,375, will be through State Matching grant funds.
