BACKGROUND
On April 22, 2025, the Board of Supervisors (Board) approved Resolution 2025-85 adopting the Measure U Master Agreement (Agreement) between Napa County and the Napa Valley Transportation Authority. The Agreement sets forth the requirements for Napa County regarding project eligibility, finance, reporting and other responsibilities.
With respect to project eligibility, the County was required to prepare a five-year work plan, have it approved by the Board through resolution and then submit to the Napa Valley Transportation Authority - Tax Agency (NVTA-TA), which was accomplished on the Board meeting date of April 22, 2025. The Agreement allows for amendments to the five-year work plan when needed as long as the amended plan follows the same procedure noted above.
The Public Works department is proposing an amendment to the five-year work plan to correct the starting location, length, project cost, and Measure U funds needed for surface treatment on Wooden Valley Road, a section of which was identified as in need of repairs. Pending approval of the attached resolution adopting the amended five-year work plan, Public Works staff will submit it to NVTA-TA as required by the Agreement.
