BACKGROUND

GovInvest, Inc., dba TrueComp, is an innovative software company that brought together leading actuaries, engineers, and designers to build technological solutions to empower government agencies to better control pension liability, other post-employment benefits (OPEB) liability, and debt management. This new agreement begins a new three-year term for their Labor Costing module which will allow forecasting and financial modeling to inform County decisions for labor negotiations and benefit costing. TrueComp is not a local vendor.

Requested Action: Approve and authorize Agreement No. 270087B with GovInvest, Inc., dba TrueComp, for the term of July 1, 2026, through June 30, 2029, to provide labor costing software services.
