EXECUTIVE SUMMARY
On March 22, 2022, the Public Works Director instituted a litter abatement program for the Zone One waste collection area, using Solid Waste Collection Area Zone One fund balance, for four areas (known as "pods") of roads within Zone One that were shown to be high litter areas. The contractor sends out litter collection crews twice each month, covering two pods each day. The results have been highly positive, from the standpoint of positive feedback from the community as well as a noticeable reduction in litter present from road's staff observations. The Director recommends extension of the program.

Discretionary Justification:
Director wishes to continue a successful litter abatement program for four sets of roads in Zone One business and residential areas that have been cluttered with litter for years.

Future fiscal impact:
Funds that Zone One receives from the Napa County Waste & Recycling Services franchise agreement will be sufficient to fund the program going forward.
Consequences if not approved:
Litter will again collect along the four sets of roads eroding the aesthetics of Napa business and residential communities.
