Approve and authorize Agreement No. 260077B with Department of Health Care Services for the term July 1, 2025 through December 31, 2026 for the provision of a zero-dollar Mental Health Plan agreement that allows the County to bill Medi-Cal for specialty mental health services. (No Fiscal Impact)

BACKGROUND
This Mental Health Plan agreement between California Department of Health Care Services (DHCS) and Napa County’s Mental Health Plan is administered by Health and Human Services Agency’s (HHSA) Behavioral Health Division. This agreement is the County’s legal authority to bill Medi-Cal for specialty mental health services. No new funds are involved via this agreement, and approval merely preserves the County’s ability to claim the federal Medi-Cal match; without it, the County would still have to provide the services but could not seek reimbursement. Napa County is required to provide all medically necessary services, meet CalAIM-aligned quality, access, reporting, and coordination standards, and participate in the new payment-reform and peer-support provisions that take effect in Fiscal Year 2025-2026.

1. Approve and authorize Agreement No. 260077B with Department of Health Care Services for the term July 1, 2025 through December 31, 2026 for the provision of a zero-dollar Mental Health Plan agreement that allows the County to bill Medi-Cal for specialty mental health services.
