BACKGROUND

The Napa County Department of Corrections and the Napa County Juvenile Hall contracted with Smart Communications Holding, LLC. on February 25, 2025, to provide incarcerated persons (IPs) communications in the replacement detention facility.  The vendor included several intra- and inter-state telephones rates in the agreement.  The intra-state rates were out of date.  Amendment No. 1 will align the intra-state rates with those currently allowed by the PUC.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulation 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
