Approve and authorize Amendment No. 1 to Agreement No. 250334B with Smart Communications Holding, LLC. to align incarcerated persons rates with those allowed by the California Public Utilities Commission. (No Fiscal Impact; Mandatory)

BACKGROUND
The Napa County Department of Corrections and the Napa County Juvenile Hall contracted with Smart Communications Holding, LLC. on February 25, 2025, to provide incarcerated persons (IPs) communications in the replacement detention facility. The vendor included several intra- and inter-state telephones rates in the agreement. The intra-state rates were out of date. Amendment No. 1 will align the intra-state rates with those currently allowed by the PUC.
