BACKGROUND
Health & Human Services Agency (HHSA)
The salary for the Assistant Deputy Director (ADD) of HHSA-Child Welfare Services is currently set at approximately 15% below the benchmark Deputy Director (DD) of HHSA-Child Welfare Services salary.
To account for the unique demands of the ADD role, HHSA's Director and the Chief Human Resources Officer recommend setting the ADD salary to 10% below the DD salary. This will also remedy internal equity issues between different level management classifications within HHSA.
The cost increase will be covered by salary savings this fiscal year.
Planning Building & Environmental Health (PBES)
County management positions are placed in either Classified or Non-Classified service. Non-Classified positions are typically "at-will," meaning they serve at the pleasure of the appointing authority.
Based on a review of its current structure, PBES and Human Resources have identified two vacant management positions that need changes to their service type: the Environmental Health Manager and the Solid Waste Program Manager.
The Environmental Health Manager is a first-level position, while the Solid Waste Program Manager is a second-level position reporting to the Environmental Health Manager. The Environmental Health Manager position should be changed from Classified to Non-Classified. Conversely, the Solid Waste Program Manager position, which now reports to the Environmental Health Manager instead of the Assistant CEO as it did upon its creation in 1996, should be changed from Non-Classifie...
