BACKGROUND
The Community Corrections Partnership Committee (CCP), with oversight of Realigned state funds approved $676,315 over three years to fund the costs of an Intelligence Analyst with the City of Napa to gather information from various systems to generate monthly reports related to crime trends such as prolific offenders, out-of-compliance sex offenders, recently released high-risk offenders, individuals who pose a public safety threat, and other criteria mutually agreed to by the County and City to be distributed to community partners.
Napa County Law Enforcement Agencies (LEAs) have accumulated a substantial amount of data through the work of the LEA staff (Call Takers, Dispatchers, Community Service Officers, Police Officers and Deputy Sheriffs). Over 200,000 pieces of information annually is stored in various modules within the City's and County's records management systems. Separately, additional information related to law enforcement contacts from the Office of the District Attorney, Napa County Superior Court and the Probation Department is entered into a separate system that only communicate in a very limited fashion with the record management systems of the City and County. In addition, LEAs cannot easily identify those problem behaviors and places that require a disproportionate amount of law enforcement and criminal justice resources.
