Approve and authorize Agreement No. 250152B with the City of St. Helena through June 30, 2025 with four additional one year extensions to provide prevention and suppression services in areas of Napa County surrounding St. Helena. (Fiscal Impact: $54,535 Expense; Fire Fund; Budgeted; Discretionary)

BACKGROUND
This is an Agreement with the City of St. Helena for immediate response to emergency incidents in areas of Napa County immediately surrounding the City of St. Helena. This is a continuation of similar Agreements that have been in place between the City of St. Helena and Napa County for years. In the event of an emergency in areas of the County that are near the city, it is likely that St. Helena Fire Department personnel may provide a faster response due to closer proximity to the emergency.
The County has benefited from a long-standing agreement with the City of St. Helena for providing these services. Similar agreements have also existed with the City of Calistoga and the South Lake County Fire Protection District. However, the metrics used to determine the compensation rate for each of these Agreements have been different. The County has embarked upon a consistent compensation rate for all three of these agreements based upon the rate letters between each of these jurisdictions and Cal OES. These rate letters establish an agreement between the individual jurisdiction and Cal OES for the use of fire apparatus and personnel during emergency events. The County is using these rate letters to establish hourly compensation to use their equipment and personnel during emergency responses inside County jurisdiction. All jurisdictions may update their rate letters with Cal OES on an annual basis and these Agreements will be adjusted to acknowledge any updated rate letters....
