Authorize the Chief Executive Officer to sign a petition to the Napa City Council calling for the renewal of the Downtown Napa Property & Business Improvement District (PBID) and express the Board’s support for the petition. (No Fiscal Impact)

BACKGROUND
The Downtown Napa Association (Association) seeks renewal of the Downtown Napa PBID by the Napa City Council for 2026 - 2032. In furtherance of this effort, the Association is circulating to assessed PBID property owners a petition that the Napa City Council advance the renewal to a later vote of assessed PBID property owners. Representatives of the Association circulated this petition to the County Executive Office, seeking the Board’s support. The proceeds of the assessment, projected at $546,488 for 2026, the first year of the renewed PBID, will be used to provide services to the downtown area, including beautification, maintenance, and infrastructure (60% of proceeds); marketing, ambassador, and safekeeping (30%); and advocacy for and administration of the district (10%).
