BACKGROUND
Roads planned for rehabilitation are selected based on their Pavement Condition Index (PCI) which is an overall measure of the road surface condition. PCI scores were developed by the United States Army Corps of Engineers (USACE) and later standardized by the American Society for Testing and Materials (ASTM). Typical PCI scores range from 0 to 100 with 100 being newly paved road or the best condition.
Public Works uses PCI information to prioritize roads in need of rehabilitation and develop a 5-year plan to optimize available funding. The program does not specifically focus on rehabilitating the lowest scored roads, but instead focuses on repairs that provides the greatest efficiency per dollar spent. In many cases using funds for preventative maintenance on roads that are not in poor condition can be more effective than spending a larger amount of funding on a road that has already failed.
Cuttings Wharf Road is roughly a 2.5-mile-long road with moderate traffic that runs from SR 121 to Cuttings Wharf Boat Launch and currently has a PCI score of 46. The boat launch is available for public use and serves as an access point for the Napa River and Napa-Sonoma Marshes. This project aims to rehabilitate as much of Cuttings Wharf Road as funds allows.
