BACKGROUND
Roads planned for rehabilitation are selected based on their Pavement Condition Index (PCI), which is an overall measure of the road surface condition. PCI scores were developed by the United States Army Corps of Engineers (USACE) and later standardized by the American Society for Testing and Materials (ASTM). Typical PCI scores range from 0 to 100, with 100 being a newly paved road or the best condition.
Public Works uses PCI information to prioritize roads in need of rehabilitation and develop a 5-year plan to optimize available funding. The program does not specifically focus on rehabilitating the lowest scored roads but instead focuses on repairs that provide the greatest efficiency per dollar spent. In many cases, using funds for preventative maintenance on roads that are not in poor condition can be more effective than spending a larger amount of funding on a road that has already failed.
