BACKGROUND
In 1979, CSA No. 3 property owners approved an assessment methodology to fund enhanced fire service and street maintenance and repair services that included landscaping, street lights, and street sweeping within CSA No. 3. The assessment methodology placed ceilings on street services expenditures without including an inflation adjuster. Since then, inflation eroded the buying power of the street services expenditures under those ceilings. This resulted in a gradual reduction in the level of services provided in CSA No. 3 to stay within the expenditure ceilings.

On May 16, 2023, the Board determined enhanced structural fire protection services was no longer necessary in CSA No. 3, while authorizing staff to initiate the Proposition 218 process to continue and increase funding for median landscaping, street and highway lighting, and street sweeping. On July 18, 2023, CSA No. 3 property owners voted in a Proposition 218 election to continue street services, eliminate the expenditure ceilings and increasing the street services budget.

Through an RFP process, the County selected Sanchez Brothers Landscaping, Inc. to provide landscape services for the seven common-area traffic islands within CSA No. 3. The maximum amount for the first fiscal year of the contract is $250,000. This funding is needed to begin ...
