SUBJECT: Fire Services Agreement with the South Lake County Fire Protection District

Approve and authorize Agreement No. 250181B with the South Lake County Fire Protection District (SLCFPD) through June 30, 2025 with four additional one-year terms to provide emergency response services in areas of Napa County where SLCFPD has the ability to achieve a faster response. BACKGROUND
This is an agreement with the South Lake County Fire Protection District (SLCFPD) for immediate response to emergency incidents in areas of Napa County adjacent to Lake County. This is a new Agreement that replaces previous Agreements that have existed to provide these services for many years. In the event of an emergency in areas of Napa County that are adjacent to Lake County, SLCFPD personnel and equipment may provide a faster response due to closer proximity to the emergency. This new agreement considers that at times, personnel or equipment may be in service to other emergency responses within SLCFPD, which will be treated as a higher priority on their part. In those instances, emergency services will still be provided by the County.
Napa County has benefited from a long-standing agreement with SLCFPD for providing these services. Similar agreements have also existed with the City of Calistoga and the City of St. Helena. However, the metrics used to determine the compensation rate for each of these agreements have been different in the past. The County has embarked upon a consistent compensation rate for all three agreements, based upon the rate letters between each of these jurisdictions and Cal OES.
