BACKGROUND
NBRID's wastewater disposal parcel includes four (4) storage ponds with a total capacity nearing 24 million gallons, a pump station, and close to 60 acres of treated wastewater spray fields. The sprayfields are situated on steep topography and during active sprayfield operations, runoff is diverted into the ponds as required by NBRID's permit with the Central Valley Regional Water Quality Control Board. When the sprayfields are not in operation, runoff from storms is diverted around the ponds to prevent capacity impacts from non-wastewater sources. A damaged culvert was recently discovered near Pond 1 - at the base on the sprayfields - and it was determined that the culvert was allowing non-sprayfield runoff to enter the pond, reducing capacity for the storage of treated wastewater. Immediate repair of the culvert was necessary to ensure pond capacity was preserved over the course of the winter. The NBRID operations budget is not able to fund the repair expense without utilizing fund balance that is set aside for operations services and supplies expenses.
NBRID received approximately $1,656,941 in settlement funds from Golden State Risk Management Authority (GSRMA) following the 2020 LNU Fire Complex.
