BACKGROUND
Garfield Neurobehavioral Center (GNBC) is a 96-bed skilled nursing facility in Oakland that provides integrated medical, psychiatric, nursing, behavioral, and rehabilitative services to individuals with complex neurobehavioral conditions. GNBC offers a lower-cost alternative to placement in higher-level institutional settings, such as Napa State Hospital. Napa County Health and Human Services Agency (HHSA) requires GNBC for clients who need to be placed into this level of care and specialized support.
Requested Action:
1. Approve and authorize Agreement No. 270175B with Telecare Corporation, Garfield Nuerobehavioral Center, for a maximum of $440,000 for Fiscal Year 2026-2027, and each subsequent automatic renewal, for the provision of residential skilled nursing, specialty rehabilitative services, and behavioral health services.
