Receive a presentation on the status of Napa County vacancies, and recruitment and retention efforts for the 2024 calendar year.

BACKGROUND

Assembly Bill No. 2561, which became effective on January 1, 2025, added Section 3502.3 to the Government Code. This legislation mandates that public agencies, such as Napa County, conduct a public hearing before their governing board at least once per fiscal year, prior to the adoption of the final budget, to present the status of vacancies and recruitment and retention efforts. Furthermore, recognized employee organizations have the right to present during this hearing. Human Resources informed the Deputy Sheriff’s Association, Napa County Probation Professionals Association, and Napa Association of Public Employees of this hearing and their opportunity to present. This presentation fulfills the requirements of Government Code Section 3502.3.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
