BACKGROUND
The Sullivan Parking Lot is a publicly accessible, all-day parking facility owned by the County of Napa. It is located west of the County Administration Building and bounded by 3rd Street on the north, Randolph Street on the west, 4th Street on the south, and Coombs Street on the east. Over time the parking lot asphalt surface has deteriorated, developing potholes and large cracks, which present both a public safety and maintenance concern and is need of rehabilitation. Following the repairs and resurfacing the parking lot will be re-striped to its existing configuration including American with Disabilities Act parking stalls.
The Board of Supervisors previously approved the creation of Project 20024 during the budget hearing in FY 2020. The approval also moved $50,000 into the project to fund the design for the repair of the Sullivan Parking Lot.
Separately, on February 25, 2025, the Board of Supervisors authorized the creation of the "Cuttings Wharf Road and Cuttings Wharf Boat Launch Paving Project," RDS 25-22, and approved a budget transfer of $190,000. Of this amount, $170,000 was allocated from the Measure T fund for Cuttings Wharf Road and $20,000 from the Capital Improvement Fund (Fund 3000, Sub-Division 3000000, Account 56100) for the Cuttings Wharf Boat Launch.
