BACKGROUND
The LiveScan system located in the Juvenile Hall was purchased in 2020 and has reached its shelf life and replacement is needed. Based on California's Title 15 regulations, which provide minimum standards for juvenile facilities, Juvenile Halls are required to fingerprint and digitally photograph every youth upon booking. This is a mandatory part of the intake process.
Funding for the purchase of the LiveScan is provided from the Sheriff's Fingerprint ID Special Revenue Fund. Funds must be used for the purchase, operation and maintenance of automated mobile and fixed location fingerprint equipment.
The purchase price includes a one-year warranty.
Requested Actions:
1. Authorize the purchase of a LiveScan fingerprint system for the Juvenile Hall and establish a fixed asset.
2. Approve a Budget Amendment for the purchase of a capital asset in the amount of $30,600
a. Increase appropriations $30,600 in the Probation budget (Fund 1000, Subdivision 1421000, Account 55400) to purchase the equipment, offset by an increase in the Transfer In from the Sheriff's Fingerprint Fund for the same amount; and
b. Increase appropriations by $30,600 in the Sheriff's Fingerprint Fund Transfers Out (Fund 2420, Subdivision 1360051, Account 56100) to allow the transfer of funds.
