BACKGROUND

Probation has contracted with the City of Napa (City) shooting range since February 2020 for the purposes of firearms training and qualifications for armed sworn personnel.

All sworn, armed probation officers are required to qualify quarterly at a firing range. Additionally, armed officers require relevant, realistic, and regular training with their firearm as it is a perishable skill.  Each qualification/training is a minimum of four (4) hours. The City is able to accommodate the Department's armed officers to meet required quarterly qualifications.

The Agreement increases the monthly fee from $1,000 to $2,000, adds certain disclosures and additional requirements for use.

Requested Action:

Approve and authorize Agreement No 250071B with the City of Napa for a maximum amount of $24,000 for the term through June 30, 2025 for use of its shooting range by Probation sworn personnel.

If the Agreement is not approved, Probation will need to secure an Agreement with another agency that is not local to the County and anticipates additional expenses.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
