Approve out of state travel for Supervisor Anne Cottrell to Washington, D.C. from April 6-10, 2025 to conduct meetings on behalf of Napa County with key federal congressional and executive branch officials. (Fiscal Impact: $3,500 expense; General Fund; Budgeted; Discretionary).

BACKGROUND

Supervisor Cottrell will utilize this time to attend meetings with the congressional offices of federal representatives for Napa County and executive agency officials relevant to the County’s existing and planned operations and outreach.  Specifically, meetings will relate to funding and ongoing efforts related to wildfire resilience; California’s insurance market; and efforts by the Environmental Protection Agency related to environmental sustainability in agriculture.

Discretionary Justification:

Supervisor Cottrell will take meetings related to sustainable funding and ongoing efforts related to wildfire resilience; California’s insurance market; and new efforts by the Environmental Protection Agency related to environmental sustainability in agriculture.

Consequences if not approved:

The County of Napa will not have the opportunity to advocate for the region in face-to-face meetings with congressional offices and federal officials.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
