Adopt a Resolution authorizing the acceptance of a Sea Level Rise Adaptation Planning Grant from the California Ocean Protection Council and authorize the Director of Planning, Building, and Environmental Services to execute all necessary grant documents. BACKGROUND
In 2021, Governor Newsom signed Senate Bill 1 (Atkins, 2021) into law. Senate Bill 1 (SB 1) directs the state to provide funding to local and regional governments to develop sea level rise adaptation plans and implementation projects. The California Ocean Protection Council (OPC), within the California Natural Resources Agency, administers the SB 1 Sea Level Rise Adaptation Planning Grant Program to assist local governments in planning for and adapting to sea level rise.
On December 18, 2025, Napa County submitted a proposal in response to OPC's Senate Bill 1 Sea Level Rise Adaptation Planning Grant Program to fund Napa County's Sea Level Rise Adaptation Planning, requesting $522,743 in grant funding. On March 23, 2026, OPC authorized approval of disbursement of funds to successful applicants to the Senate Bill 1 Sea Level Rise Adaptation Planning Grant Program including Napa County's Sea Level Rise Adaptation Plan.
Napa County will develop a single-jurisdiction Subregional Shoreline Adaptation Plan for unincorporated lands along San Pablo Bay and the Napa River.
