BACKGROUND
The Fiscal Year 2024-2025 Recommended Budget (2100) included $2,800,000 for two Type I Engines. The County Fire Department would like to purchase the two new apparatus from Golden State Fire Apparatus/Pierce Manufacturing without securing competitive bids.

The Department has established Pierce brand engines as standard firefighting equipment as these engines have proven to be more reliable and less expensive to maintain than other manufacture's engines. Service records indicate that the Pierce engines have fewer maintenance problems and, consequently, fewer out-of-service hours and maintenance costs. Standardizing equipment enables the Department to standardize the training to increase efficiencies during emergency operations and standardize maintenance software and required equipment.

Requested Actions:
1. Approve a waiver of competitive bidding requirements and provide a sole source award to Golden State Fire Apparatus for the purchase of two new Pierce Type I Engines in the amount of $2,800,000 pursuant to County Ordinance Code section 2.36.090 due to technical compatibility requirements.
