BACKGROUND
On December 16, 2022, Napa County Agreement 230234B was executed with SkyserviceUS California, LLC, a division of Leading Edge MIDCO, LLC dba Skyservice ("Skyservice") to develop and operate a full-service fixed base operation (FBO) at the Napa County Airport. Their progress on development has been significant, but is still in progress.
JetSuiteX (JSX), a public charter operator, important to the FBO business, has indicated a desire to begin services from the Napa County Airport. The public charter operator's need for space and public services is more than Skyservice has developed for their temporary operations while their permanent development is ongoing. The County has available space in the building at 2000 Airport Road that can be leased to Skyservice and used by JSX for passenger handling on a temporary basis until the FBO completes their development during the defined "Pioneering Period" ending March 25, 2026 or when the certificate of occupancy is achieved, and construction is complete. Approval of the requested space license agreement will allow JSX and Skyservice to formalize their business relationship and begin required improvements such that chartered flight services could begin this summer.

Pursuant to Government Code section 25536, the Board is authorized to enter into the lease for airport purposes by a 4/5ths vote.
