BACKGROUND
Napa County Fire Administrator is requesting the Board of Supervisors formally accept the Hazard Mitigation Grant Program (HMGP) Award from the Federal Emergency Management Agency (FEMA).

This award is for an amount of $1,386,857, with matching funds from Napa County in the amount of $154,095. The collective amount of $1,540,952 is targeted to complete Phase 1 over a period of thirteen (13) months for the Tubbs/Glass Fire Complex Fuel Mitigation Project.

Phase 1 will consist of public outreach, hiring of consultants, engagement with private property owners, environmental permitting, and finalizing project design. During Phase 1, Napa County will conduct site assessments to determine appropriate treatment and engage with landowners to obtain right-of-entry agreements. The environmental clearances for Phase 1 will consist of biological and cultural resource studies, visual impact assessments, CEQA environmental compliance documents and submittal of the environmental and historic information checklist. This Phase 1 project involves no ground disturbing activities or alterations to existing structures: if the project scope of work changes to include these actions, additional environmental review will be required.
