BACKGROUND
Damage occurred at 3260 White Sulphur Spring Road from the storm events that occurred in Napa County in November of 2025. The failure at 3260 White Sulphur Spring Rd consists of an upslope failure on the west side of the roadway, where a hillside previously impacted by Napa County wildfires slid and damaged a portion of the road. The slide area is approximately 130 linear feet in length, and the preferred repair method is to install a 150-foot-long and 10-foot-high soldier pile retaining wall. The affected roadway will also be raised and repaved to restore the asphalt concrete surface to pre-slide conditions.
On March 10, 2026, the Board of Supervisors authorized creation of the "White Sulphur Spring Rd Slide" project 26027 and a budget transfer of $446,922 was allocated for the project using the Roads Operating Fund (Fund 2040, Sub-Division 2040000). Of this amount, $366,922 was allocated for design services and $80,000 for staff time.
Fiscal Year 2026-27 recommended budget will include $7 million for all 2025 November Storm Project construction from the release of designation for fiscal uncertainty. It will be budgeted in RDS01 "November 2025 Storm Roads CIP." As each project moves forward, budget will be reallocated from RDS01 to specific projects.
