SUBJECT: Approval of the Plans and Specifications and Authorization to Advertise for Bids for the "Rossi Bridge Phase 2, RDS 25-25B" project and Approve Contract Change Order No. 3 which exceeds the Director of Public Work's authority for the Rossi Bridge Phase 1 Project, RDS 25-25.

Authorize the Director of Public Works to execute Contract Change Order No. 3, to Agreement No. 260144B with Granite Rock Company, to increase the maximum compensation from $431,020 to $529,972; for the Rossi Bridge Phase 1, RDS 25-25 Project and Approve the Plans and Specifications for the "Rossi Bridge Phase 2 Project, RDS 25-25B" Project and authorization to advertise for sealed bids and opening of the bids at a time, date, and location to be published by the Director of Public Works pursuant to Section 20150.8 of the Public Contract Code. BACKGROUND
The Rossi Road Crossing that bridges over Conn Creek failed in February of 2025. Phase 1 of this project which involved constructing the foundation for a new bridge was completed in December of 2025. During that work it was discovered that some of the soil contained naturally occurring nickel and asbestos which required special worker protection, monitoring and off haul. This phase of the project was completed within budget but change order #3 in the amount of $43,126 that will pay for costs to haul part of the contaminated material, exceeds the Director of Public Works authority and requires Board approval.
Phase 2 of the project should start in June and involves the removal of an earthen impoundment from the creek, re-grading and installation of a new bridge. The crossing will be closed for about 6 weeks while low weight local traffic is rerouted through a private roadway. Completing this project...
