Approve and authorize Agreement No. 260207B with Petersen Power Systems, Inc., to provide professional services to inspect and provide service to the generator at the Napa County Detention and Rehabilitation Center. (Fiscal Impact: $26,498 Expense; General Fund; Budgeted; Discretionary)

BACKGROUND
The agreement with Petersen Power Systems Inc., covers inspection, maintenance, and servicing each unit in accordance with manufacturer's standards. Services include annual inspections and routine maintenance, periodic load bank testing as needed, and major service every three years with key component replacements and upgrades. All services include operational checks and a detailed service report with recommended action. The agreement expires three (3) years after the effective date.
This agreement has additional state required language. The State of California pledged $22.8 million in funding for the construction of the replacement jail through SB844 ($20 million) and SB 863 ($2.8 million) legislation. On November 5, 2025, the State of California closed on its 2025 Series C tax-exempt Lease Revenue Bond sale to support these two legislative commitments for Napa County and other projects through the state. The Series C issuance partly funded the construction of the new Napa County Detention and Rehabilitation Center.
As part of the Due Diligence process proceeding with the sale of the bonds, the State's bond counsel reviewed contracts that the Corrections Department currently had in effect and reviewed services that the department intended to contract for in the future. Some vendors were deemed to have a third-party interest in the facility.
