BACKGROUND
On October 20, 2020, the Napa Valley Transportation Authority (NVTA) and Caltrans executed a Cooperative Agreement to design and construct the Napa Valley Vine Trail (NVVT) between St. Helena and Calistoga. On December 7, 2021, the Board approved a Maintenance Agreement with Caltrans for the County to maintain the NVVT. In May 2022, NVTA hired Ghilotti Construction to construct portions of the NVVT in the Caltrans right-of-way and over private properties between the City of St. Helena and City of Calistoga limits. On January 27, 2025, NVTA filed a Notice of Completion and Napa County took responsibility for maintenance.
On June 26, 2023, the Board approved Agreement 230397B between the Napa County Regional Park and Open Space District (NCRPOSD), Napa Valley Vine Trail Coalition (NVVTC), and County for the NVVTC and County to split the costs for the NCRPOSD to maintain the bicycle and pedestrian multi-use path in the unincorporated portion of the Vine Trail.
During rain storms during early 2025, NVVTC and Napa County staff identified drainage problems for property owners adjacent to the Project that were exacerbated by the Project.
