ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND
In May 2023, the Climate Action Committee (CAC) made the preparation of a Regional Climate Action and Adaptation Plan (RCAAP) to top priority for FY 2023-2024. That same month, the office of former California Senator Bill Dodd provided a California State Appropriations Grant for $500,000 for the preparation of the Napa County RCAAP. After the request for proposal process, in December 2023, Ascent Environmental was contracted to begin development of the RCAAP. The RCAAP development process launched in January 2024. Community engagement efforts took place the summer of 2024 with a community survey and several focused group conversations exploring community needs, sharing of perspectives on impacts of climate change and experiences in community resiliency. Focus groups were organized around topics including youth, families, community-based organizations, public health, multi-language populations, and agriculture and grape growers.
The RCAAP was developed over the course of FY 2024-2025 with discussions and input on supporting documents by City of Napa and Napa County staff, the CAC, public comments at the CAC meetings, executive management of CAC member municipalities and County leadership, jurisdiction department staff, and partner stakeholders.
