BACKGROUND
The County initially approved Agreement 170662B with Civic Plus, LLC in 2016 for website content management system solutions and has amended the agreement four times to extend and enhance services.

Amendment No. 5 proposes implementation of the DocAccess document accessibility platform. DocAccess is a software solution that scans, converts, and monitors PDF documents posted on County websites, allowing users to automatically convert documents into accessible formats such as HTML that are compatible with screen readers and other assistive technologies.

This platform supports Napa County's multi-pronged efforts to comply with federal accessibility requirements under the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, and Section 508 accessibility standards.

Beginning in April 2026, public agencies will be required to ensure that digital content-including documents posted on public websites-is accessible to individuals with disabilities under updated federal digital accessibility regulations based on the Web Content Accessibility Guidelines (WCAG) 2.1 AA standards.
