Director of Public Works requests approval of plans and specifications for the "Calistoga Area Paving Phase I Project", RDS 22-03, authorization to advertise for sealed bids, and opening of the bids at a time, date and location to be published by the Director of Public Works pursuant to Section 20150.8 of the Public Contract Code.

EXECUTIVE SUMMARY
Napa County received funds from Pacific Gas and Electric (PG&E) as a settlement for damages caused by the 2017 North Bay fires. The Board of Supervisors (Board) has designated $16 million of this funding towards road repairs. On January 25, 2022 the Board authorized $2,750,000 in funding for Calistoga Area Paving Phase I project to conduct repairs on the following damaged roads:
o Petrified Forest Road (City limits to Franz Valley School Road intersection)
o Tubbs Lane (deferred to 2024)
o Myrtledale Road
o Franz Valley School Road
During design staff determined there is not adequate budget to rehabilitate all four roads to a desired design life. Staff will defer Tubbs Lane, which is currently in the best condition out of the four roads to phase II, planned in 2024 in order to accumulate funds to allow for a 20-year rehabilitated design life.
