Approve and authorize Agreement No. 250329B with One Workplace L. Ferrari, LLC for a maximum amount of $480,367 for labor, project management, and related design (layout) services to assemble and install furniture, fixtures and equipment in the Napa County Replacement Detention Facility project, PW20-100. (Fiscal Impact: $480,367 Expense, Capital Improvement Projects Fund; Budgeted, Discretionary)

BACKGROUND
On May 22, 2018, the Board of Supervisors (Board) approved the financing plan for replacing the existing jail which included conditionally awarded funds from Senate Bill (SB) 844 and 863. Subsequently, on August 14, 2018, the Board awarded a professional services agreement with Lionakis for architectural and engineering services to design the replacement facility. Accordingly, Lionakis began design on the project in coordination with staff from the Department of Corrections, Public Works, ITS/Communications, and other County departments. On October 18, 2022, the Board awarded a construction contract to Browar Builders, Inc. and work began in late December 2022.
The project is in its final stages with construction, which includes the coordination and installation of furniture, fixtures, and equipment (FF&E). Napa County staff from Public Works, Corrections, and Purchasing worked with their consultant, Lionakis, to determine the most cost-effective way to complete the FF&E portion of the project. The County reviewed three candidates that specialize in procurement and installation and are capable of procuring through a national cooperative agreement.
