Approve and authorize Amendment No. 1 to Agreement No. 200042B with Spearhead Protection, Inc., extending the term through June 30, 2027, with an automatic renewal of up to two additional one-year terms for as-needed security services for incarcerated persons requiring medical care outside the jail at Queen of the Valley Medical Center and/or hospitals or medical facilities inside/outside of Napa County. (Fiscal Impact: $120,000 expense; General Fund; Budgeted; Discretionary)

BACKGROUND
The Department of Corrections (NCDC) has used at least one vendor certified in security services for as-needed security services for IPs requiring medical care outside the jail since 2019. On July 1, 2019, NCDC entered into Agreement No. 200042B with Spearhead Protection, Inc., to provide these services.
Today's requested action is for the approval of Amendment No. 1 to Agreement No. 200042B with Spearhead Protection Inc., to extend the term through June 30, 2027, with an automatic renewal of up to two (2) additional one (1) year terms for as-needed security services.
Spearhead Protection Inc., of Brentwood, CA is not a local vendor.

Discretionary Justification:
IPs receiving medical services outside the jail must be guarded to ensure their safe return to the jail.  This amendment allows NCDC to continue providing as-needed security services for IPs requiring medical care outside the jail via contractor rather than reducing staff resources needed at the jail.
