BACKGROUND

Pursuant to Napa County Code Section 2.04.080 each member of the Board of Supervisors shall designate not less than three emergency interim successors to their office and specify their rank in order of succession. The emergency interim successors will only assume office in the event of an enemy attack, or in the event of a state of emergency or a local emergency which prevents a quorum of the incumbents from performing the duties and functions of their office.

Appointment of each standby officer shall be effective only when the name, address, and rank in order of succession of the standby officer has been filed with the Clerk of the Board of Supervisors and recorded with the Elections Division of the County Clerk.

Yearly, Board incumbents shall review and, as necessary, promptly revise the designations of emergency interim successors to always ensure that there are at least three such qualified emergency interim successors for each member.

Each Board member was recently surveyed and provided their list of interim successors as noted in the attached Resolution.
